1. Preface
The basic dust has settled on the reform plan for official vehicles across the country, and the implementation plan for official vehicle reform and the policy of providing subsidies for civil servants' vehicles are gradually being implemented. According to the relevant person in charge of the Central Leading Group for Vehicle Reform, in order to prevent civil servants from receiving vehicle subsidies while still illegally using official vehicles, the next step is to unify the identification of official vehicles and install Beidou/GPS positioning systems uniformly. The former is to facilitate public supervision of the use of official vehicles, while the latter is to facilitate government supervision of the use of official vehicles. The use of satellite positioning technology and vehicle positioning device terminals to strengthen the standardized management of public vehicles is not only a practical need for county and district government departments to strengthen the supervision of public vehicles, but also a political requirement for the government to implement efficient management and promote clean governance.
2、 The necessity and significance of installing Beidou positioning products
(1) Facilitating standardized management of vehicles
There are many government departments with different job functions, and there is no dedicated parking lot for centralized parking management, especially during statutory holidays. It is not realistic to have all departments' official vehicles parked, sealed, and vehicle keys confiscated. Therefore, we can fully use vehicle positioning equipment and positioning technology to solve these problems.
(2) Convenient for efficient scheduling
Senior managers can monitor the location and operational status of any vehicle in the system at any time through computer screens or their own mobile phones. Especially in the political and legal system, in the event of major holiday events or sudden group incidents, senior managers can use screens to constantly monitor the location of all vehicles and dispatch nearby police forces to quickly and efficiently handle sudden terrorist incidents.
(3) Facilitating the reduction of vehicle operating costs
As is well known, the drawbacks of using public buses have always been the "three three system". Official use, personal use by managers, and personal use by drivers each account for one-third. If monitored through positioning technology, vehicle operating costs can be completely reduced by 50%.
(4) Comply with relevant national policies on the management of public vehicles
The implementation plan for the reform of official vehicles and the subsidy policy for civil servants' vehicles are gradually being implemented. Firstly, it is conducive to the construction of party conduct and clean governance, and comprehensively promotes the reform of the official vehicle system. It is an important measure for party and government organs to implement the spirit of the eight point regulation on improving work style and closely connecting with the masses. Secondly, it is conducive to saving expenses. By promoting this reform to save government expenses and establish a conservation oriented government, more of the saved fiscal funds can be used on the cutting edge. The third is to ensure the rational and effective allocation of resources through socialization and marketization.
3、 System Introduction
By utilizing the "Beidou Official Vehicle Management System", comprehensive monitoring of unit vehicles can be achieved, with clear and real-time understanding of the location of official vehicles on electronic maps, displaying the speed status of vehicles. At the same time, each driver's vehicle expenses, speeding records, violations, and other information can be stored in a central database, and corresponding reports can be generated to facilitate leaders to access and inspect the use and expenses of vehicles by departments or individuals at any time through the system. This enriches management concepts, improves the informatization level of government functional departments, and strengthens the management of vehicles and personnel.
3.1 Mobile Car Dispatch: Implement the process of car application, approval, etc. through a computer client or mobile client.
3.2 Real time monitoring: Real time query of the current location and status of vehicles through the "Beidou Official Vehicle Management System".
3.3 Trajectory replay: Retrieve the vehicle's historical trajectory through the "Beidou Official Vehicle Management System", and have a clear understanding of the vehicle's historical driving routes and locations.
3.4 Report statistics: The "Beidou Official Vehicle Management System" integrates rich report and management functions, including (1) mileage statistics: it can query the mileage of a single vehicle or group of vehicles during a certain period of time, estimate fuel consumption costs; (2) Alarm statistics: Report alarm reports to check whether drivers have violated regulations, such as speeding records, entering prohibited areas, etc; (3) Cost statistics: It can query the vehicle expenses of departments and subordinate units, timely understand the expenditure situation, and control overspending units and individuals.
The government official vehicle management system adopts an innovative management mode for official vehicles. By installing satellite positioning system terminals on each bus and using wireless mobile data communication technologies such as GSM/CDMA, the operating status, real-time position, travel speed, direction and other trajectory data of official vehicles are uploaded to the information system of the monitoring center, achieving the goal of
Positioning monitoring, scientific scheduling, and precise command of official vehicles.
Statistical analysis of vehicle usage enables management to have a thorough understanding of the vehicle situation, making vehicle management easier and more efficient.
Supervise the reimbursement of parking fees, fuel fees, road and bridge fees, as well as driver work attendance.
Government vehicle drivers can receive real-time dispatch and command information from the monitoring center, and their personal safety can be greatly improved through functions such as emergency alarm, overspeed alarm, and fatigue driving alarm.
Taking into full consideration the special safety needs of government vehicles, we aim to improve public management and service levels, so that vehicle expenses no longer become a heavy economic burden, eliminate the unhealthy practice of private use of official vehicles, and contribute to the construction of a conservation oriented society.
